About the Role

As HSE Officer, you will own day-to-day health, safety and environmental compliance on site in Muscat, from routine inspections through to incident investigations and close-out of corrective actions. You will plan and deliver risk assessments and RAMS, run toolbox talks, and operate a permit to work system that supports safe execution. This is an onsite role based at the employer’s premises, working closely with operational teams to prevent incidents and maintain audit readiness. Your work will directly reduce risk and improve control effectiveness across site activities.

Key Responsibilities

• Conduct planned and ad hoc HSE inspections across work areas, plant, equipment and welfare facilities.

• Complete task and activity risk assessments, ensuring controls are practical, communicated and implemented on site.

• Review, challenge and approve RAMS, checking methodology, sequencing, control measures and competency requirements.

• Operate the permit to work process, including permit issue checks, isolations verification and permit close-out.

• Deliver toolbox talks and safety briefings aligned to current site risks, lessons learned and upcoming work.

• Investigate incidents, near misses and unsafe conditions, completing root cause analysis and clear reports.

• Raise corrective actions with owners and deadlines, then track progress through to verified close-out.

• Plan and support internal HSE audits, preparing evidence packs and following up actions to completion.

• Maintain HSE records for inspections, permits, investigations and actions to support traceability and reporting.

• Support contractors with onboarding expectations for RAMS quality, permits compliance and safe working practices.

Qualifications

• 10+ years of hands-on HSE experience in an operational site environment.

• Proven capability leading HSE inspections on active worksites or industrial operations.

• Demonstrable experience completing risk assessments and reviewing RAMS for operational activities.

• Working knowledge of permit to work systems including isolations checks and permit close-out controls.

• Experience delivering toolbox talks and safety briefings for mixed discipline teams.

• Track record investigating incidents or near misses through to root cause findings and documented actions.

• Experience planning or supporting HSE audits and managing corrective actions through to verified closure.

Nice to Have

• Nebosh or IOSH certification (or equivalent).

• Formal training in incident investigation or root cause analysis techniques.
